Annual Parish Meetings for Middle Rasen
The Annual Parish Meeting takes place at the April meeting in the Church Hall and begins at 7pm. This is a meeting for villagers and is not a council meeting. It is an opportunity for members of the public to raise issues and make suggestions on any improvements that may be made in the village. These ideas and suggestions may then form a basis for future planning by the parish council. If you have a vision for Middle Rasen in the 21 st century, please come along.

The Chairman opened the meeting at 7.00pm and welcomed everybody.

The chairman then presented his report.
This year Middle Rasen Parish Council has lobbied LCC, with the assistance of Cllr Strange, for various projects in the parish. These include the possibility of a footway and cycle path along Gallamore Lane, linking both ends of the parish and an extension of the footway along Church Street, leading to the Post Office. Both of these improvements would make it much safer for pedestrians.
LCC has also done remedial work to both the highway and drains on Low Church Road, Church Street and North Street after consultation with the council.
WLDC has replaced a number of street signs around the village and maintained the others.
The proposed Rasen Recycling Centre on Gallamore Lane has been given the go ahead and it is hoped that it will be completed early next year.
The extension to the road into the new burial ground has recently been completed ready for use in the coming years. The burial ground continues to be excellently maintained by Mr Carter, the council handyman who also tends God's Acre and keeps the village neat and tidy. It is unfortunate that the village continues to suffer from irresponsible dog owners not tidying up dog mess around the village and a large number of complaints have been received by the council on this issue.
The possibility of installation of a land drainage system at the burial ground to help alleviate the water logged ground is being investigated.
Litter has also been a problem, particularly on Old Gallamore Lane and council has secured a new litter bin which it is hoped will alleviate the problem.
More bulbs have been planted by councillors this year, on the A46 by The Brambles. This task was undertaken by the chairman and Cllrs Dawson and Pattison one rainy Sunday morning in November.
Cllrs Mrs Smith and Mrs Stamp attended a training evening on the roles and responsibilities of WLDC.
Co-option of Gordon Dixon to replace Cllr Clark took place in October. Middle Rasen Parish councillors and clerk were sad to hear of the death of Derek (Furz) Lloyd who had previously served on the council.
Mrs Jane Lloyd who had served as parish council representative on Middle Rasen school governors for a number of years, was replaced by Cynthia Bunch. Thanks go to Mrs Lloyd for giving of her free time.
The parish council continues to contribute to the Community Spirit magazine and awarded a further grant of £400 this year.
Grants have also been given to Middle Rasen Village Hall £300 to help eradicate the mole problem; British Legion Poppy Appeal £30; Citizens Advice Bureau - £250
The Clerk then gave a report on the council's financial position. The council's reserves at the end of the year are £24,193.30, £8000+ of which is to be paid this month to extend the road in the burial ground.
Mr Padley asked why when the parish council has actually reduced the amount of precept requested from WLDC, an increase of 11% in the parish rate has been reported by West Lindsey. The clerk explained that this is because this year the cost of the cemetery maintenance has to be borne by Middle Rasen residents rather than the cost being absorbed by the entire district.
Mr Padley commented that the bus service from Rasen to Gainsborough has been discontinued 3 weeks ago and that no one had been informed. Cllr Strange said that the service had run four times a day but had not been supported by enough people so therefore had been scrapped. The service, however, will still run on a Tuesday.

The chairman then presented his report.
After a long wait, the zebra crossing was installed around Christmas time at a cost of £24K, £4K each coming from parish and district councils, remainder from LCC.
Speeding on A631was a concern this time last year and as a result of police monitoring,
speed indicating devices have been erected on A631 on entrances to village and another is to be sited on Caistor Road within Middle Rasen Parish. This is a Road Safety Partnership initiative.
This year regulations have been implemented at the burial ground and a notice board has recently been erected to display the new regulations. This will help in the overall management and maintenance of the cemetery. A new mower has been purchased for the grass cutting.
Middle Rasen did not progress passed the first round of the Best kept Village competition.
The parish council regularly contributes to the new Community Spirit magazine which seems to have motivated a number of parishioners to attend meetings. A council logo has been designed by Rob Clark which is now used on all council correspondence and literature.
Parish council has commented on 31 planning applications.

The Clerk then gave a report on the council's financial position. The council's reserves at the end of the year are £21792.63, £12000 of which is earmarked to extend the road in the burial ground.
Mr David Callan gave an interesting talk on No Cold Calling Zones', two of which have been recently set up in the village. At Braemar Close and Mayfield Crescent. Requests for Dovecote and Meadowfield to be included in the scheme are being actioned. Such schemes discourage people from visiting the area and means residents do not have to open the door to unknown people. It also encourages people to report anything untoward going on.

The chairman then presented his report. Following an uncontested election when Geoff Gibson and Dereck Lloyd did not put up for re-election, Cynthia Bunch was elected onto the council and Robert Clark was co-opted.
After many meetings and discussions with Highways, council is hopeful that the zebra crossing on Gainsborough Road will be installed sometime during this financial year.
Following summer floods, council is working with other agencies to help alleviate problems in the future. Highways have cleared blocked drains and are looking to install a new drainage system to clear surface water more quickly from A631 into the river Rase. Two public forums have been held in the village hall to discuss the events and concerns with West Lindsey District Council, Environment Agency, LCC Highways and Anglian Water. Parish council would like to thank all those public spirited parishioners who helped out during the flood.
Speeding on A631 is a concern and is being monitored.
A Garden of Remembrance has been created at the burial ground for interment of ashes. A water meter has been installed to reduce costs.
An additional bus stop is being erected at the entrance to Fern Drive for those passengers travelling to Grimsby.
A new street light has been installed on footpath between Dovecote and Church Street. Damaged dog bins have been replaced.
Public objection to the galvanised bridge on Church Street, led to council calling a meeting with Richard Waters of LCC and the mesh being removed, realignment of the rails and painting of the bridge which is now more in keeping with the village. Bridges and handrails on Low Church Road have also been painted. The chairman expressed thanks to the clerk for using her initiative in negotiating with Mr Waters for the re-painting of the existing bridges which had saved the parish council over £2,000.
An organised litter pick with school children was successful and it is hoped will become an annual event. Children who took part enjoyed the experience and learned first-hand how important it is to dispose of litter correctly. Thanks again to the clerk for organising.
Middle Rasen progressed to the third round of the Best Kept Village competition. One better than the previous year.
Originally Miss Bunch's idea, council is working with Sarah Akerman from the Voluntary Youth Service to provide activities for youngsters within the parish.
Parish Council has commented on 35 planning applications.

The chair then thanked the clerk for her hard work behind the scenes as well as her work at meetings.
Chair reminded everyone that all details of minutes and agendas are posted on the website for parishioners and others to view.
Mr Fenwick thanked the parish council for all its work, especially the chairman, who give voluntarily of their own time. He said that the minutes of the meeting would be a good piece of social history.

The Chairman opened the meeting at 7.00pm and welcomed everybody. No members of the public were present.
The Clerk read out the minutes of the meeting held 25 th April 2006, which were then signed as a true record.
The chairman then presented his report. Once again it had been a busy and important year. Mr Stamp was re-elected chairman and Mr Pattison, vice chair. Parishioners had made more use of the public forum, prior to commencement of the council meeting, to ask questions and air views.
Thanks was given to Cllr Strange for his assistance in the village obtaining a 30mph speed limit, which came into force in August 2006.
Additional land was acquired in March 2006 and iron fencing has been made and erected by Andrew Gibson, local blacksmith. Sterling Timber provided fencing to adjacent paddocks. Five hundred tulip bulbs have been planted by the council on the traffic island on A631.
The parish website is being added to and updated on a regular basis. Thanks to Gordon Jennings, webmaster.
Two new notice boards have been erected on The Furlongs and Allison Homes development to inform residents of local issues in the parish and the district.
New dog bins have been installed around the parish.
The old churchyard wall has now been repaired by Marriotts and blends in well with existing.
Ongoing projects are the crossing on A631 (improvement made by Highways are not sufficient and the parish council will strive to further improve), a new road into the burial ground extension and a lay-by on North Street.

Visitors to the meetings have included the local police and Bill Read from WLDC's Environment Dept who talked about fly tipping, dog fouling and other environmental problems.
Best Kept Village competition has been entered but Middle Rasen did not get passed the first round.
38 planning applications have been considered by the parish council.
The Chair thanked Mr Blagojevitch for acting as the local KIN representative, Mr Carter for his sterling job as handyman, Cllr Mrs Sellars for editing the council newsletter in the past years, Cllr Pattison for his representation on the Community Police Panel.
The chair said he was sorry to see councillors Geoff Gibson and Dereck Lloyd leave the council as they are not standing for re-election. He thanked Geoff for his commitment and hard work over a number of years. A welcome was given to Cynthia Bunch who will be joining the council in May.
Thanks was also given to Cllrs Gary Fenwick and Lewis Strange for their help and the Clerk for her outstanding work.
Cllr Mrs Sellars asked that letters of thanks be sent to the retiring councillors and said that Mr Gibson has made a great contribution over the years.
The Vice-Chairman asked that thanks also be given to Cllr Fenwick for his help in obtaining the 30mph speed reduction.
Cllr Mrs Sellars thanked the chair and vice chair for their hard work. Cllr Fenwick, as a parishioner, wished to reiterate the thanks to all members of the council and stated that a lot of hard work goes on behind the scenes. He commented that it was disappointing that there had been little response by parishioners to nominations for election and that the council would have to co-opt a new councillor. Cllr Fenwick has noted that with the onset of summer and lighter nights, anti-social behaviour has already started in the village. The police have been notified.

The Chairman opened the meeting at 7.02pm and welcomed everybody. No members of the public were present. He then presented his report.
This detailed changes on the council, namely resignations of Mrs Sarah Tripp and Mrs Jessica Fussey and co-option of Mr Derek Lloyd and election of Mrs Susan Smith. The Clerk, Mr Russell Turner had also resigned and been replaced by Mrs Helen Pitman. Sadness was expressed at Mr Turner's sudden death in November 2004 and that he would be missed.
Improvements in the village which had been carried out over the past year were:
The clock striking mechanism on the church clock
The streetlight on the footpath between Dovecote and Church Street
The tourist information board on North Street
The widening of Manor Drive
The new bus shelter and bus stops
